Support to Bangladesh’s Medium-Term Budget Framework in the water and sanitation sector

The Government of Bangladesh (GoB) began its transition to a Medium-Term Budgetary Framework (MTBF) in 2005 as a way to improve its strategic allocation of resources and achievement of existing policy objectives.
Mokoro Principal Consultant, Ray Purcell, provided technical assistance to the Water and Sanitation Sector (WSS), designing and conducting an assessment of current Local Government Division (LGD) practices for implementing an MTBF in WSS sectoral investments. The consultant provided recommendations for improved implementation practices that are more consistent with existing WSS sectoral strategies and priorities. The overall objective of the consultancy was to provide a useful mechanism to engage in broader policy debate within the WSS sector. More specifically, the aim was to provide LGD management with a roadmap for introducing reforms on how the various WSS departments and agencies can improve their contributions to the bottom-up budget planning process, that will allow for the WSS sector to achieve its established strategic targets. |
