Review of aid effectiveness of Program Based Approach (PBA) in Vietnam

AusAID’s overseas development assistance to Vietnam took two years to shift from a traditional project approach to a program based approach (PBA), resulting in about 50 per cent of the bilateral aid budget to Vietnam being delivered through the Government of Vietnam (GOV) systems using PBA.

The objective of this review was to assess the effectiveness of programmes delivered through government systems using PBA and the appropriateness of risk management strategies under the AusAID bilateral programme in Vietnam.

Mokoro’s consultant, Ann Bartholomew, led a team which undertook the independent review. The team provided recommendations on how best to make use of PBA in future AusAID assistance and also undertook a detailed assessment of aid effectiveness, including the assessment on risk management strategy applied by AusAID.
