Evaluation of Denmark’s Development Cooperation with Mozambique 1992-2006

Denmark’s development cooperation with Mozambique is one of the longest in the Danish portfolio having been established in the 70s. Previous evaluations of the Danish development cooperation have been part of thematic or sector-based evaluations and none have focused on the overall strategic choices made by Mozambique and Denmark.

Mokoro were therefore commissioned by Danida to provide a team to undertake an evaluation of the development cooperation between the two countries from 1992-1996, in order to extract experience from bilateral cooperation and utilise this in the decision-making process concerning future Danish (and international) support to Mozambique.

The objective of the evaluation was to assess achievements made against the overall development objective of poverty reduction and to analyse the effectiveness of Denmark in adapting its development assistance to the rapidly changing conditions in post-war Mozambique. The evaluation fed into the process leading up to the development of a new strategy for Danish support, finalised in mid-2008.
