Assessment of the Medium Term Expenditure Framework in Ghana

In 2008 the World Bank, on behalf of development partners, led the External Review of Public Financial Management (ERPFM) in the context of the Multi-Donor Budget support (MDBS) framework for Ghana.

Mokoro provided consultant, Mary Betley, to lead a multi-donor team undertaking this regular joint external review of public expenditure management. The team was responsible for assessing and making recommendations to strengthen Ghana’s Medium-Term Expenditure Framework (MTEF). This built on previous work undertaken by Mary for the World Bank in Ghana, including a baseline PEFA assessment in 2006.

The objective of the assessment was to look at the operationality of the MTEF and provide recommendations for improving its use as a budget planning tool. The study also included an analysis of the current process of preparing the MTEF, focusing on the roles and responsibilities of stakeholders, their capacities, and the institutional incentives for strategic forward planning of all public funds towards meeting transparent policy objectives.
