Support to the implementation of the national strategy for the development of statistics in Sierra Leone

Statistics Sierra Leone (SSL) led the preparation of a strategy for the National Statistical System (NSS) with support from the World Bank which was launched in February 2008. SSL prepared a prioritised Annual Plan for 2009 with the aim of attracting coordinated donor support to the government’s commitment to national statistical work through a coordinated NSS. Interest followed from some donors who were willing to coordinate proactively.

DFID therefore funded the design of a shared donor, programme-based modality with the aim of strengthening SSL’s management of the NSS, to reduce transaction costs through a coordinated donor approach and to offer the government an example of a programmatic approach.

Mokoro consultant, Ann Bartholomew, identified and proposed two possible options for a shared donor approach to support the implementation of the national strategy for the development of statistics in Sierra Leone. Each modality was accompanied with an analysis of the costs, advantages, disadvantages and risks involved in implementing that particular modality.
