Javier Pereira
Principal Consultant
Javier Pereira is an expert in development finance with over 12 years of experience as a consultant. He specialises in the research and evaluation of aid flows, development cooperation instruments and blending. Javier lived and worked in Brussels for 10 years, where he gained a deep understanding of the EU’s development policy, financial instruments and legal framework. Javier has participated on several strategic and complex evaluations, including: the Performance Review of the 11th European Development Fund (EDF), WFP’s Strategic Evaluation of the Pilot Country Strategic Plans (CSPs) and the Independent Assessment of the European Fund for Sustainable Development (EFSD). Within evaluation teams, Javier offers sharp analytical skills, an excellent understanding of evaluation methods and techniques and extensive experience working with quantitative and qualitative research methods and tools. Often, he also provides technical input and policy analysis on development finance and financial instruments to a range of clients including the EU and international NGOs. Javier has experience in Africa, Asia and Latin America.
