Review of Ethiopia’s Protection of Basic Services programme

The Government of the Federal Democratic Republic of Ethiopia’s (GOE) Protection of Basic Services (PBS) programme aims to expand access and improve quality of basic services delivery by sub-national governments in primary health, education, agriculture, water/sanitation, and rural roads throughout Ethiopia. Since its inception in 2006, the PBS Project has become the principal instrument for transferring development financing to Ethiopia.

Mokoro provided two consultants – Stephen Lister and Karolyn Thunnissen, to undertake a review of PBS performance as well as its relevance, efficiency, effectiveness and sustainability in achieving the intended outcomes.

The consultants also provided recommendations on the design and implementation of phase III of the programme including the development of an evaluation baseline for PBS III.
