The Enhancing Nigeria’s Advocacy for a Better Business Environment (ENABLE) Phase II programme intends to improve the policy and regulatory environment for business in Nigeria.

Mokoro consultant, Mark Minford, provided inputs into the design of ENABLE Phase II which built upon the practice note produced by DFID Private Sector Development on “Systemic change in the Business Enabling Environment” and the ODI study which explores the actual added value in utilising a systems approach.

The assignment focused on an assessment of how ENABLE Phase II could be designed and structured to maximise the impact on improved policy and regulatory environment for businesses, the rationale for a M4P or market systems approach. Outputs also included the preparation of the appraisal management cases for a Business Case, a logical framework and the Terms of references to contract an appropriate service provider.
