Poverty reduction budget support appraisal

The UK Government has been providing general budget support to the Government of Sierra Leone since the end of the civil war. The overall objectives of the poverty reduction budget support is to work toward macroeconomic stability, encourage reforms to the Government’s Public Financial Management and to enhance delivery of basic services to those most impoverished.

Mokoro provided a consultant, Ann Bartholomew, to evaluate the effectiveness of budget support by assessing progress of the 2009-10 country strategy programme, including the future role of budget support within DFID’s new country strategy for Sierra Leone.

The evaluation also produced recommendations on the way forward including whether to continue general budget support in 2010 and, depending on this, how to best complement budget support with other programmatic interventions.
