A Mokoro team, made up of Catherine Dom and Stephen Lister, supported the Government of Ethiopia in updating the Education Sector Programme Implementation Manual. This described the partnership framework for the sector and the planning, budgeting, disbursement, procurement and M&E implications as well as procedures for different forms of support to the education sector.
