Design of a disbursement mechanism for donors to fund primary education in DRC

The Government of DRC and partners in the education sector are working to increase access to quality primary education by strengthening the education system through the reduction and eventual elimination of school fees. In the interests of increased efficiency and greater co-ordination, the education sector donors proposed the establishment of a joint funding mechanism for donor resources to greater facilitate progress towards free primary education.

Mokoro Principal Consultant, Catherine Dom, undertook a consultancy to identify these critical issues for education reform and to provide suggestions for a joint funding mechanism to prioritise them.

The objective was to help contributing and potential donors and the World Bank to define the disbursement mechanisms to be used for the joint donor support to primary education in DRC, and to recommend appropriate fiduciary risk management for the MDTF or joint funding arrangement.
