In the context of its continuing program of Public Financial Management (PFM) reforms, and its encouragement of external aid partners to more fully utilize country systems, the Government of Ghana (GoG) and the Development Partners (DPs) jointly undertook a second Public Expenditure and Financial Accountability (PEFA) Assessment in 2009.

Mokoro provided three consultants, including the team leader, to six-person team to undertake the PEFA assessment. The last assessment was carried out in 2006 and the main objective was twofold: to prepare an assessment of the status of PFM using the full PEFA framework; and secondly to track progress in PFM since the 2006 assessment.

The team were responsible for preparing the PFM performance assessment report for sub-national government based on a selection of metropolitan, municipal and district assemblies.
