As part of the Public Expenditure Review (PER) initiated by the Government of Zambia and Development Partners, an analysis of the planning and budget process in Zambia was undertaken.

Mokoro provided a consultant, Andrew Bird, to review the current planning and budgeting systems and processes in the light of international experience, and present Government with options for strengthening them. The main findings formed the basis for the chapter on planning and budgeting in the PER document.

The consultant suggested budget reforms that were linked to the public service management reforms which were currently being undertaken and the fiscal decentralisation process that was initiated to implement the National Decentralisation Policy.
