In partnership with the Food Economy Group (FEG), Mokoro conducted this “thematic evaluation of supply chain outcomes in the food system in Eastern Africa” between September 2021 – May 2022.

WFP Regional Bureau for East Africa (RBN) commissioned this evaluation, with the aim of identifying and assessing the nature and extent of the effects of supply chain activities on food systems and their components, and differentiating effects according to gender or other groups when appropriate. The evaluation was designed to inform the design of future interventions to support the development of national and regional food systems.

The evaluation covered the wide range of supply chain activities implemented by procurement and logistics teams in collaboration with programs within WFP RBN. It included all nine country offices supported by WFP RBN in Eastern Africa, and involved in-depth case-studies in Kenya, Somalia, and South Sudan. The evaluation used a mixed methods approach, centered around open-ended enquiry. The evaluation focused on the relevance, results, and factors affecting outcomes in the cross-cutting area of food systems of WFP supply chain activities. Key evaluation questions were developed during the inception phase, to reflect an outcome-focused perspective that emphasized food system outcomes and the ways that they might be affected by factors such as context and stakeholder groups, as well as the nature of their linkages to WFP supply chain activities.
