One of the workstreams of the Ethiopia Crisis to Resilience (EC2R) project was to develop a nation-wide service functionality mapping and monitoring process that would provide critical baseline data on functionality and access to key health, WASH and education services across Ethiopia, to both humanitarian and development actors. Mokoro consultant Catherine Dom provided technical advisory support to FCDO partner REACH during the inception, design and piloting phase of the mapping. While it was agreed that a nation-wide coverage was unpractical due to the costs that would be entailed, the approach developed was recognised as useful to map functionality in smaller geographical areas that would be prioritised by donors or the relevant government authorities.
