A Mokoro team, led by Principal Consultant Javier Pereira, was commissioned to conduct a summative evaluation of Nutrition International’s (NI) programming from Fiscal Year (FY) 2014/15 to FY 2022/23. The evaluation was jointly managed by Global Affairs Canada (GAC) and aimed to inform improvements to NI’s programme design and delivery while ensuring accountability to the Department of Foreign Affairs, Trade, and Development and other donors. A large team of consultants contributed expertise in nutrition, gender, and evaluation, alongside country experts for case studies.
The evaluation covered three core grants provided by GAC: Micronutrient Programs for the Survival and Health of Mothers and their Children; Better Nutrition for Better Lives for Women, Newborns, Children and Girls; and the Institutional Support Grant. It assessed NI’s global and country-level research on implementation strategies, exploring its influence on decision-making and the effectiveness of nutrition interventions.
Mokoro applied a theory-based, mixed-methods approach with a strong gender focus. The evaluation examined NI’s theories of change, expanded logic models, and used contribution analysis to assess its role in achieving higher-level results. The team mapped NI activities against an adapted socioecological model to understand and illustrate NI’s approach at country level. It incorporated a literature review, qualitative coding, and quantitative analysis of NI’s internal monitoring systems. Five country case studies were conducted (Ethiopia, India, Indonesia, Kenya, and Pakistan), beginning with a pilot study. The team utilised qualitative data analysis software to extract and organise data from ten years of programming across ten countries, triangulating findings across data sources to provide robust evidence-based conclusions.
The evaluation report is internal, and not publicly available.
