Mozambique nutrition financial budgeting framework

This technical assistance assignment provided short-term support to the Technical Secretariat for Food Security and Nutrition (SETSAN) for the development of an overall financing and budgeting framework, including resource mobilisation and tracking of allocation and expenditures, in nutrition. Key aspects of the assistance included capacity building, sustainability, and the incorporation of a gender lens.

A literature review, SWOT, and GAP analysis, were conducted using standard methodologies. Training and dissemination aspects of the assignment used a combination of remote and in-person delivery models to accommodate the effects of the COVID-19 pandemic. Two sessions of training of trainers were conducted. One, face-to-face, for participants from the different government institutions that collaborate with SETSAN, over two days. The second for provincial participants was a virtual session, with a total of 44 participants. The different themes were introduced and presented by the facilitator, followed by group discussions.
