A Mokoro team led by Principal Consultant Dr Muriel Visser was commissioned to conduct the Mid-Term Evaluation of the WFP Strategic Plan (2022-2025) between July 2023 and October 2024. This evaluation provided an opportunity to assess the progress of the strategic plan’s implementation and identify key issues to address during the remaining cycle and in developing the next strategic plan. It centred on three strategic topics vital to WFP’s ability to adapt and succeed in a complex, volatile environment: Innovation, Strategic Positioning, and Programme Integration.

The evaluation employed a theory-based methodology, incorporating elements of developmental evaluation to prioritise learning and include diverse stakeholder perspectives. A mixed-methods, participatory approach was adopted, combining quantitative and qualitative data from primary and secondary sources. The process included in-person visits to three WFP Regional Bureaus—Bangkok, Nairobi, and Panama, and to WFP Head Quarter offices in Rome.

The evaluation report was approved by the WFP Executive Board during its Second Regular Session in November 2024.
