Mokoro was commissioned by the United Nations Refugee Agency (UNHCR) and the World Food Programme (WFP) to undertake an External Review of the UNHCR-WFP Joint Programme Excellence and Targeting Hub (Joint Hub). The Joint Hub was established in 2020 to provide support at global, regional, and country levels to UNHCR-WFP collaboration as part of efforts to ensure assistance is delivered to vulnerable refugee populations in a joint, coherent and people-centred manner that maximises resources and capacities, contributing to a more effective and sustainable response. The Joint Hub provides support at the global, regional, and country level to UNHCR-WFP collaboration in the following areas: (i) joint assessment and analysis; (ii) targeting and prioritization strategies; (iii) accountability to affected people (including community consultations, information sharing and feedback and appeals mechanisms); (iv) joint strategic planning & programme design; (v) data sharing and systems interoperability; and (vi) learning, documentation and visibility.

The team assessed progress against Joint Hub objectives and provided input into decisions by both organisations on the future work and direction of the Joint Hub. The review used a theory-based, mixed-methods approach, including desk studies of Bangladesh, Jordan, Rwanda, and the Southern Africa Region. A highly participatory approach was used, including a workshop to co-create solutions and recommendations for the future direction of the Joint Hub.
