What do today’s top development challenges – like climate change, gender inequality, or malnutrition, have in common?
They all require a lot of public resources and cooperation across a wide range of sectors to address. This poses a real challenge for public administration and finance systems, which are set up to work in sector silos, sending resources down to individual ministries or agencies, holding them independently accountable for their own specific results. This sector-wise approach is simple, effective, and near universal, baked into global planning and reporting standards, but creates siloed ways of working that disincentivises progress on cross-cutting issues.
Mokoro concluded an Evidence Review on what Public Financial Management (PFM) reforms work to drive more adequate and efficient public spending on high-impact, cross-cutting priorities. We are excited to share both the Synthesis Report and the Evidence Brief, which are available for download below.
