Mokoro was commissioned by UNESCO to conduct an independent evaluation of the Teacher Task Force (TTF) 2022–2025 Strategic Plan. The evaluation assessed the network’s progress against its strategic objectives and provided recommendations to inform the next Strategic Plan. It examined the TTF’s positioning and added value within the global teacher landscape, its effectiveness in influencing policy learning and country-level change, the efficiency of its governance and operating modalities, and its prospects for sustainability.

The evaluation followed a theory-based, mixed-methods approach, drawing on a revised Theory of Change and an evaluation matrix aligned with OECD DAC criteria. Evidence was gathered through member and country impact surveys, key informant interviews, focus group discussions, workshops, and extensive document and data review. To understand TTF’s contribution to policy processes, the evaluation applied process tracing to flagship initiatives such as the Global Report on Teachers, the Policy Dialogue Forum, the Teacher Policy Development Guide, and the Knowledge Platform.
