A Mokoro team, led by Muriel Visser, conducted an evaluation of the implementation and results of the WFP’s Rwanda Country Strategic Plan (CSP) 2019-2024.

The evaluation used a mixed-methods approach to establish and clearly document the connections between the activity outputs, implementation process, operational environment and the changes at outcome level. This involved a document review, quantitative data analysis, key informant interviews (with 111 people), Focus Group Discussions with stakeholders at country and regional levels (including 196 people in affected communities), project site visits (twelve communities over seven days), and three surveys including one conducted using an innovative mobile phone survey technique, in conjunction with the Rwanda country office.

The evaluation examined the relevance, efficiency, sustainability, and connectedness of WFPs interventions, factors that explain performance, and WFPs contribution to the humanitarian-development-peace nexus. In addition, a deep-dive case study approach was taken to two themes identified by the country office: Country Capacity Strengthening and gender. The evaluation scope also included an assessment of how relevant and effective WFP was in responding to the COVID-19 pandemic. The evaluation adhered to the WFP approach to accountability to affected populations, gender equality and women’s empowerment, persons with disabilities and environmental considerations.
