| This evaluation of Ethiopia’s Country programme Modalities was commissioned by Irish Aid and carried out by a Mokoro team, led by Principal Consultant, Stephen Lister.
The overall objective of the evaluation was threefold. Firstly, to provide an assessment of the changing environment for aid planning and management in Ethiopia during the 2002-04 Country Strategy Paper period. Secondly, to assess whether the aid modalities chosen to respond to the changing environment were relevant (in the context of Irish poverty reduction policies/priorities and the harmonisation agenda), effective and likely to lead to the desired impact. Finally, on the basis of the reflection, the evaluation provided clear recommendations on the most appropriate choice of aid modalities for the next Country Strategy Paper period. |
