The Swedish Embassy in Bamako provided funding to ODI towards supporting the Malian Ministry of Economy and Finance and selected sector ministries in the implementation of a number of key Public Finance Management (PFM) reforms as part of the Budget Strengthening Initiative (BSI) Mali programme. Following an inception phase of one year in 2018/19, the fully-fledged programme initiated in mid-2019 was concluded by end December 2024. Mokoro Principal Consultant Catherine Dom has been involved in developing aspects of the government PFM reform in Mali, as part of the ODI-led BSI Mali programme. The programme included activities aiming to strengthen budget transparency, accompany sector ministries in the implementation of the programme budgeting reform undertaking by government, implement thematic budgeting focusing on gender sensitive budgeting, strengthen treasury management and public accounting systems and strengthen fiscal decentralisation. Catherine was involved principally in the gender sensitive budgeting, budget transparency and fiscal decentralisation workstreams.
