Mokoro, together with Kenya-based partners the African Institute for Children Studies (AICS) and Najj Consultants, completed the baseline study for the World Food Programme’s (WFP) Kenya Country Strategic Plan (CSP) covering the period 2023–2027.
The assignment was led by Mokoro and drew on a multi-disciplinary team with expertise in evaluation, food security, resilience, and mixed‑methods research.

The WFP CSP aims to strengthen food security, nutrition, social protection, and emergency response for vulnerable populations across Kenya. The baseline provided a comprehensive situational analysis at the start of the strategy’s implementation, establishing a foundation against which future outcome‑level changes could be assessed.

Mokoro employed a theory‑based design paired with a mixed‑methods approach. Quantitative data collection included a large‑scale household survey reaching 10,494 households across diverse counties. Qualitative data collection drew on document reviews, field observations, key informant interviews at national, county/camp, and community levels, and focus group discussions with beneficiaries. The team also facilitated a co‑creation workshop with the WFP Kenya country office, enabling collaborative reflection on evidence gaps and identifying opportunities to strengthen measurement systems for future CSP monitoring.

The baseline delivered a robust analytical foundation to support WFP Kenya’s ongoing learning and performance management across all four strategic outcomes and was shared by the Country Director as a model baseline with the WFP Regional Bureau and Headquarter.
