Education Cannot Wait’s (ECW) Multi-Year Resilience Programmes (MYRPs) aim to strengthen education delivery in Education in Emergencies and Protracted Crises (EiEPC) by bridging the humanitarian-development nexus. The objective of the MYRP is to ensure that children and adolescents affected by crises benefit from access to safe, quality education opportunities that lead to holistic learning outcomes.

Mokoro conducted an independent assessment of the MYRPs, with the purpose of providing ECW with evidence-based, impartial recommendations to inform decisions on the future continuation or phasing out of specific MYRP grants.

The Mokoro team, led by Alta Fölscher, developed a comprehensive assessment framework, evaluating MYRPs against six criteria: relevance and need, coherence, effectiveness, efficiency, sustainability and resilience, and added value. The framework applied these criteria both retrospectively and prospectively, with a structured scoring system that used a traffic light model. This assessment framework was piloted in two countries, the Democratic Republic of Congo and Burundi. Based on the pilot’s findings, Mokoro refined the approach and framework for broader application.
