Sarah Holloway
Associate Consultant
Sarah Holloway is a public financial management (PFM) and accounting specialist, with over 20 years’ experience in financial consulting. Sarah’s technical expertise in PFM includes leading large, multi-disciplinary project teams as well as working on general budget support programmes and reviewing PFM reform. Sarah has a long track record of working with local and national governments on PFM reforms, and has designed, implemented or evaluated public sector modernisation projects in a wide variety of countries. Sarah has also worked on broader performance improvement issues such as fiduciary risk assessments, leading strategic planning exercises, the design and implementation of performance management frameworks and systems, senior management and institution development, organisation reviews and the development of training and public service human resource management systems. Sarah has worked extensively in a range of public sector reform exercises across Africa, the Caribbean, South Atlantic Overseas Territories, Middle East, Central America, Asia, Europe, and the UK.
