DFID has been supporting reform of the Palestinian Authority (PA) since 2003. The aim of the DFID-funded Public Sector Development Programme (PSDP) is to strengthen Palestinian Authority capacity to deliver its reform and development programmes more effectively in order to provide improved governance and service delivery for Palestinian citizens.

Mokoro provided two consultants to undertake an external review of the PSDP and to assess its overall performance and determine progress towards the stated project objectives, including progress and impact against core project outputs and identification of challenges faced and recommendations to address these.

The review assessed management of the project, including issues of human resource management, value for money, monitoring and reporting to both the key counterpart is the Ministry of Planning and Administrative Development (MOPAD) and DFID, and relations with Palestinian National Authority (PNA) counterparts.
