Benefits of using country Public Financial Management systems

The focus on the benefits of using country Public Financial Management (PFM) systems (UCS) stems from a recognition that a better understanding of and enhanced communication about these benefits could provide further incentives to both donor agencies and partner governments to accelerate progress in using country systems. It also acknowledges that the existing rhetoric behind the encouragement to use country systems has been mainly based on the avoidance of harm related to the use of multiple, parallel and donor specific procedures to manage aid in-country.

For the DAC Task Force on PFM, Mokoro provided a team to prepare materials on the benefits of using country systems.

This report was targeted at the aid effectiveness community, oversight institutions in donor countries, sector audiences at country level, and donors for their communications with civil society and the general public.
