Third Repeat PEFA Assessment in Mauritius

Accountability and transparency in public financial management (PFM) continue to be the focus for both governments and development partners. The Public Expenditure and Financial Accountability (PEFA) framework, the main tool used to assess strengths and weaknesses in public financial management, is undergoing a transformation. A number of pilot exercises have been carried out as part of the refinement of this framework.

In 2015, Mokoro undertook a repeat PEFA assessment in Mauritius and also piloted the new 2015 methodology. The assignment was undertaken as a joint exercise contracted by the EU and the World Bank, with Mary Betley overall team lead and inputs provided by Carole Pretorius. The repeat PEFA assessment was intended to assess progress in PFM between 2011 and 2014, to enable the Ministry of Finance and Economic Development to assess how effective current policies have been since the country’s first two PEFA assessments were conducted in 2007 and 2011. Therefore, both the existing and the new draft methodologies were employed to ensure the different PEFA assessments were comparable.
