Support to Myanmar’s education sector plan

Over the last two years Myanmar’s Ministry of Education (MoE), in partnership with development partners and national and international technical advisers, have successfully completed a two-phase comprehensive review of the education sector in Myanmar.

The National Education Sector Plan (NESP) for the period 2016-21 is in preparation, and Mokoro provided a consultant, Heidi Tavakoli, to support the drafting of the ‘Financing the NESP’ chapter. This is an important chapter that discusses a range of different issues relating to public sector financial management.

The overall aim of the consultancy was to support senior MoE officials to draft a financing chapter for the NESP that outlines mechanisms and options for government and development partner funding of the NESP that fulfils commitments outlined in the Nay Pyi Daw Aide Effectiveness Accord and the latest government policies and regulations, and is informed by international best-practices in public sector financial management.
