Ireland has provided development assistance to South Africa since 1994, supporting the government and civil society organisations to deliver services to poor and disadvantaged communities who remain trapped in poverty, particularly those who are affected by HIV and AIDS and gender-based violence.

In 2006 Mokoro provided a four-person team, led by Principal Consultant Alta Fölscher, to carry out a strategic evaluation of the Irish Aid South Africa Country Strategy Programme (CSP) 2004–2006, in order to inform strategic decision making for the period 2007–2009.

Thematic areas covered in the evaluation included aid management issues, health sector programmes, local economic development, governance and education.
