Indonesia Country Portfolio Evaluation 2009-13

Country Portfolio Evaluations (CPE) encompass the entirety of the World Food Programme’s (WFP) activities during a specific period. Mokoro provided a team to conduct an evaluation of WFP’s portfolio operations in Indonesia from 2009-2013, covering three food assistance operations. It was anticipated that this CPE would generate lessons about WFP’s role in middle income countries (MIC).

This evaluation focused broadly on the portfolio as a whole and was evaluated against three evaluation questions: i) portfolio alignment and strategic positioning; ii) factors that have driven WFP’s strategic decision making; and iii) performance and results. The evaluation findings were supposed to inform the development of a new country strategy document and country programme.

The team conducted an in-depth review of available documents and secondary data, interviews with key informants and stakeholders, workshops, focus group discussions and site visits in two provinces. The evaluation was carried out through two fieldwork missions.
