Irish Aid development cooperation with Uganda was established in 1994. Aid has increased significantly over the years, guided by a series of Country Strategy Papers (CSP).

A multi-disciplinary Mokoro team, led by Stephen Lister, carried out an evaluation of Ireland’s development programme in Uganda to date.

The evaluation involved an assessment of the underlying concepts that have driven donor approaches, Uganda ‘s institutional context for aid management and a summary of performance against programme objectives and strategy. The evaluation considered Ireland’s shift towards more programmatic aid in Uganda and offered conclusions and recommendations for future cooperation.
