Mokoro provided a Public Financial Management (PFM) reform specialist, Sarah Holloway, as the team leader of an assignment to scope and design the Comprehensive Medium Term Strategic Plan for the Public Financial Management Reform Programme Phase V (PFMRP V 2017/19 – 2021/22) in Tanzania.

This was a two-phase project, commencing with a review of PFM reform progress and outcomes to date, scoping of the Public Finance Management reform priorities for the Government of Tanzania, diagnosing and documenting PFM practices in mainland Tanzania and Zanzibar, and proposing reform priorities. This was followed by a second stage designing the Five Year Public Financial Management Reform Programme (PFMRP) Phase V, following from previous PFMRP phases, with outputs in the form of a Five Year Medium Term Strategic Plan, Results-Based Monitoring and Evaluation Framework and Program Operational Manual.
