Developing Guidance Materials for Efficiency Analysis for the World Food Programme

Mokoro were commissioned to produce user-friendly efficiency analysis methods guidance to inform Evaluation Managers (EMs) and evaluation teams on the best options of methods for efficiency analysis and presentation of findings in CPEs and Operations Evaluations (OpEvs). The work was tested alongside the Timor-Leste Country Portfolio Evaluation, also being carried out by a Mokoro team. The work was led by Robrecht Renard, with support from Stephen Lister. Final outputs included a report outlining the definitions, concepts and methods of efficiency analysis, a progress report, a guidance notes on methods and a final report.
